You have two needs here.. one is service oriented. I think a free and easy way of getting the students serving is through food pantries, retirement homes, clean up the public parks, work in a soup kitchen, rake and run, make cookies for people. Most students want to be a part of something bigger than themselves and it looks good on college applications.
The other is connecting. I know this seems tough but I would recommend a movie night (watch a movie in your church), do a minute to win it night, solicit area businesses for free stuff and run a fun auction where the students get free play money to bid on items.
I would get two or three students together to brain storm ideas too

I don't know where you are, but if you have a lot of snow, it wouldn't cost anything to start a snow shoveling ministry that your kids could do after school or during the weekends and holidays. We never get snow in my part of Texas. It doesn't cost anything to serve people in your neighborhood (mow yards, rake leaves, visit a nursing home, weed flower beds). If you really want to go somewhere and do something, check about denominational resources (tools/bldg. materials) that might be available to your group so all you have to purchase would be food and fuel. Get a cost in mind and have your kids raise money for the trip (another great bonding experience. Also see about having church members sponsor students.
